Senator Rand Paul is renewing his push to investigate former National Institute of Allergy and Infectious Diseases (NIAID) Director Dr. Anthony Fauci, saying newly released government records have intensified questions about the origins of COVID-19 and the federal government’s involvement in coronavirus research.
Speaking during a televised interview, Paul announced that he has issued a subpoena seeking Fauci’s testimony before the Senate Homeland Security Committee. The Kentucky Republican said the newly disclosed documents, obtained after years of congressional inquiries, have strengthened his belief that additional public testimony is necessary to examine the government’s response to the pandemic and the funding of research involving coronaviruses.
Paul Claims New Records Support Longstanding Concerns
Paul argued that documents recently made available by the current administration provide further information about grants awarded by the National Institutes of Health (NIH) to EcoHealth Alliance, a nonprofit organization that collaborated with the Wuhan Institute of Virology on coronavirus research.
According to the senator, the records support his longstanding contention that NIH-funded research involved experiments commonly described as gain-of-function research. Paul has repeatedly maintained that Congress deserves a full accounting of how federal research funds were used and whether existing oversight procedures were adequate.
Fauci has consistently denied knowingly funding gain-of-function research that would have violated federal policy and has previously testified that NIH-supported research complied with applicable regulations.
Questions Surround COVID-19 Origins
The origins of COVID-19 remain one of the most debated issues arising from the global pandemic. While several government agencies and scientific organizations have reached differing assessments, no universal consensus has been reached regarding whether the virus originated through natural animal transmission or a laboratory-related incident.

The senator said Congress should thoroughly review how federal agencies approved and monitored research grants involving overseas laboratories and determine whether current safeguards are sufficient to prevent future public health risks.
Senator Questions Scope of Fauci’s Presidential Pardon
Paul also addressed the preemptive presidential pardon granted to Fauci by former President Joe Biden before leaving office.
The senator questioned whether such a broad pardon covering an extended period could face legal scrutiny and said the matter may ultimately require judicial review. He also raised questions about the process through which the pardon was issued, though he acknowledged that any constitutional challenge would need to be resolved by the courts.
To date, the pardon remains legally valid, and no court has ruled otherwise.

Paul said he intends to continue pursuing testimony and additional records related to federal pandemic policies, coronavirus research funding, and the government’s handling of intelligence surrounding COVID-19.
If Fauci appears before Congress, lawmakers are expected to question him about NIH funding decisions, scientific communications during the early months of the pandemic, and his previous testimony regarding gain-of-function research.
The renewed congressional effort comes as public interest in the origins of COVID-19 remains high, with lawmakers continuing to call for greater transparency regarding the government’s pandemic response.
